Moldovan Parliament increasing engagement with civil society
The Moldovan Parliament is increasing its engagement with civil society, with more than 20 draft bills out for public consultation

In the first half of this year, Parliament organised 61 events, including public consultations and hearings, working meetings and round-table discussions, in which more than 50 civil society organisations took part. In addition, 21 draft bills were put out for public consultation, reports MOLDPRES.
According to the legislative authority’s public relations department, 68 recommendations were made by civil society bodies during these events, 51.4% of which were fully or partially adopted and incorporated into the legislative process.
Another way through which Parliament draws on the expertise of civil societies is via expert councils attached to standing committees. In the first six months of this year, these bodies held 22 working meetings, which discussed topics such as agricultural policy, protecting victims of crime, social services, environmental protection and taxation policy. Seventeen recommendations were submitted as a result.
One example is the Expert Council attached to the Commission of European Legislation, known as “Experts for the EU”. It comprises 45 specialists in areas such as international relations, law, economics, environmental policy, political science, human rights and gender policy.
The Council also includes 17 specialists from the diaspora who are active in Romania, USA, Germany, Austria, Denmark, UK, Canada, Belgium and Ireland. Their participation enables the Council to draw on their experiences and on European and international practices related to the EU’s Accession process.
Recommendations drawn up by the Expert Council have been used in the preparation of reports and in refining a number of legislative initiatives. This helps to strengthen cooperation between parliament, the academic community and civil society, as well as underpinning the decision-making process with specialist expertise.
