The “Exit 31” information project has been launched in Russia. It provides guidance designed to protect teenagers from being recruited by criminal gangs, as well as for their parents.

The project’s name refers to Article 31 of the Russian Federation’s Criminal Code, under which anyone who voluntarily refrains from committing a crime is not held criminally liable.

The project’s website (https://xn--31-dlci3c0b2b.xn--p1ai/) offers detailed advice to teenagers on how to respond if criminal gangs try to recruit them. For example, they should avoid any meetings, refrain from carrying out acts demanded of them by the gangs, keep a record of all communications and contact the police.

The site also provides a list of “red flags” that should raise concerns when talking to strangers. The project advises parents on how to recognise the signs if their child is danger of being recruited by these gangs and how to talk to them about it.
