In Kyrgyzstan, there is a proposal to legalise “voluntary tipping” to doctors.

The Ministry of Justice believes there should be a transparent way for people to express their gratitude but the idea has caused controversy. Some ministers support the initiative, while others have called it humiliating. Many doctors are also opposed, arguing that only decent salaries, not “additional payments” from patients, will solve the wage problem.
